政府一直把公务员当作选票的大户，一直增加人口，才会造成现在懒人当道的局面。
为了选票，为了解决马来毕业生失业问题，这都是造成公务员体系臃肿的原因。不久前公布的new economy model也承认马来西亚有太多公务员了。
而教育素质低落，毕业生能力不足是公务员效率差的主因。
